Regional cluster API URL updates

Summary:Some existing cluster API URLs changed and new cluster API URLs available for use.

The following changes and additions were made to the regional cluster API URLs. See Regional base URLs for details. The global, default API URL continues to be https://api.zoom.us.

Use the api_url to create a regional base URL to send requests. For example, use the base URL https://api-eu.zoom.us/v2/ to send API requests directly to the EU cluster if it was returned in the api_url field. Regardless of the api_url value, you can continue to use the https://api.zoom.us cluster for all requests.
